If you can, run a ethernet wire to your room somehow it'd be best, that or a N draft router. You will need the speed to stream the videos from one pc to another. Otherwise just setup a network and transfer the files first, then watch.
Also considering it's a dell and knowing nothing else, I assume you need a video card. Go grab a cheap $30 or less 3450 or 4530 off newegg, setup and your set.
For software, unless you literally want a true htpc just run the windows on there now and watch videos on fullscreen.
