There is much debate since Crysis 3 came out on whether or not we should have HPET ON or OFF. Here are the possible configurations:
HPET ON (BIOS), HPET OFF (WINDOWS)
HPET OFF (BIOS), HPET OFF (WINDOWS)
HPET ON (BIOS), HPET ON (WINDOWS)
So, what is the best to use in relation with a CPU timer to increase the Max resolution?

Why? It is switched off in windows as default and HPET was ment to be replaced wasn't it?
