When I try to partition either one, it gives a pop up that says "the service cannot be started either because it is disabled or because it has no enabled devices associated with it."

Anyone know how to fix this?

Also the option to format the drives is greyed out.

i assume your trying to do it through the disk partition editor that comes with windows??..

when i need to partition disks i use a ubuntu live cd and partition with the Gparted partition editor.. always works for me...

also if the hdd ur partitioning has data on it you might want to back it up wipe the drive and then partition it... I've lost data before from partitioning drives with data on them XD i don't recommend it

well 2 posts and no response to the OP's question which was why doesn't his Disk Management doesn't work...

I'll field a guess... are some of your services disabled?

I could break disk management by disabling the Virtual Disk service:
