I have been looking around for some time now and can't decide what to get. I want good amount of CFM but not a lot of noise and i'm also trying to stay under $12 a fan. I will need a total of four 120mm fans for my case any suggestions?

Fan controller or no? I have a few sickleflows from cooler master that move a good amount of air but are kinda noisy. However at lower rpm they still move a good amount of air and get pretty quiet. Like 10 a fan.

I will be buying a fan controller later on. The stock fans feel like they move no air even when plugged into a molex connection.
