Try reseating your HSF. If that doesn't work, upgrade your Fan/Fans on your HSF.

That is WAAAAAAY high for a Q9550 @ 4GHz and only 1.32vcore! I could see that MAYBE with Intel Burn Test, but not Prime95.

Buy some watercooling


But really, urm either get a better cooler or faster RPM fan. If you can set up a push/pull system on that HSF and see if that improves your temps

Depends on the chip really. I'd try re-seating your HS because those temps seem high for the voltage.

Usually Intel chips have a very uneven IHS so I would try if your cooler gets even warm while in full load. If it doesnt, your contact is bad. Reseat cooler and/or lap your CPU. Lapping Intel chips really pays off if you have a uneven IHS. My friend lapped his umm... some E43XX and got about 10C drop at load
