Idle temps mean little. What are the load temps?

Also those fans are rather low CFM, don't expect miracles.
Get 38mm Delta/San Aces/Panaflos if you want real "Air" cooling.

Given the fin density of the Megahalems, better fans like the 38mm or GT AP15 will give you better performance.

For TIM application method, I use the line method.

LinX, Prime 95 Blend - Priority High, OCCT - Priority High would be the choices in stress testing the setup.

What's the ambient temps?

The most important temps are the load. Stress test the setup and post back your temps.

Also, are all the bios settings at auto? (ie: vcore, vtt/qpi, etc?)

The reason I ask is because giving temp without Ambient is like doing an experiment without a control group. If your ambient temp is ~30c (86f) then the temps you're getting are pretty normal.

Aren't you supposed to let the thermal paste cure before determining total cooling?

Probably very difficult to do when a new chip is on board, but might I suggest days between tests, so as to allow sufficient curing time elapses? Otherwise you may as well put some PB & J and see how that works
