I am buying a 690 for my new build and I just need to know if I should go X79 but to save money will an Ivy Bottleneck if? I game, program, render, edit. So will it work? Or should I get a 2600K?

When you say Ivy, are you referring to something like the i7 3770K? If so...that will not bottleneck a GTX 690 in any way. If anything, Ivy i7's can perform better for gaming that socket 2011 i7's.
Even a i5 3570K would handle the 690 just fine.

Depends on resolution. But likely no, that will not bottleneck at all.

2500k, 2600k, 3570k and or a 3770k will be fine running a GTX 690.

a 2600k would not bottleneck the card at all. neither would a 2500k
