Interesting problem. Can anyone solve it?

First of all, bear with me as I am typing from my Nook.

Okay, here's the deal. I just finished upgrading my rig from Athena to Olympus (see the sig rigs for details). The issue I am encountering is that while I can access the BIOS and navigate around in there using the keyboard, once the Windows 7 login screen comes up, neither the keyboard nor the mouse want to work. For the life of me, I cannot figure out why.

Anyone have any clue as to how to fix this problem?

On my z87 system my mouse and keyboard will sometimes stop working until i move them to a different usb slot on the back of my mobo, maybe try that and see if it helps? i dont know if its z87 specific, it doesnt happen on my x79 rig with the same mouse and keyboard.
Do you have a PS2 keyboard around?
I've already tried that. I went to every USB slot on the mobo, both 2.0 and 3.0... no dice.

And no on the keyboard.
just plug it in a none usb blue port "I meran 2.0 usb " port you may have two available. usb 3.o tends to fail since they come up.

Hmm, thats a weird problem indeed, the same mouse and keyboard work in your other system just fine?
Is it true for both usb 2.0 and 3.0 ports?
Use 2.0 till you install software / drivers for 3.0

As already stated, neither 2.0 nor 3.0 work.
it seems his motherboard works fine, can get into bios etc, but the faulty keyboard/mouse problem is a strange one.
If it's a new install of Windows I would try again maybe from another source. Make sure they are plugged in usb2.0 from the beginning, what will it take 15 mins? I would also snoop around in the bios. Maybe something was turned off like legacy support. IDK but good luck!
Figured out the problem, I think. All legacy support is on in BIOS, and I discovered that a wired keyboard will work, but not a wired mouse. I believe that the new mobo is getting confused by the old mobo drivers,so my solution is to back up the C: drive, erase it, then reinstall Windows again. Afterwards, I should be able to restore everything else with no problems.
Don't know if it's related but for me if IOMMU isn't turned on in the bios my usb keyboard will work perfectly in the bios but not in my OS (Linux which is why I said I'm not sure if it is related). Worth trying I guess.

Well, that didn't work... Crap on a cracker! Looks like none of the USB ports work, and with only one PS/2 port, I'm kinda boned on installing drivers, as the installation requires a mouse click. Only thing lift to do is try a USB hub with both the keyboard and mouse plugged into it. Gyah, this is so frustrating!!!!!
Well, the USB hub trick didn't work either... I swear... if I didn't have so much time, effort, and money invested in this thing, I'd burn it to the ground and salt the earth afterwards...
