Anything over 1.3625v is considered over-voltage.

maybe with the core 2 quads.
i7's can tolerate higher voltages.
i would say its okay as long as your cooling is up to it

I say up to 1.50 Vcore and 1.5 Vtt as long as the chip stays fairly cool at idle and normal usage, and doesnt go over 95C in stress tests. Be warned, high Vtt, like ~1.5 can kill your chip much quicker, how long it will last, I don't know.
