Please fill in your system specs in order to get an better answer, and provide us with some more information about your current settings and such.
Depends on chip, motherboard, cooling, power, etc.

Most 965s will do better than 4.06, but I'm sure there are some that won't even hit 4GHz.
Ah ok. I have to wait until I get my PC from the custom building company. Basically, I think I got ripped off. I'm a newbie :x

Asus Ramp II Extreme
6GB RAM @1866
3x285 Tri Sli

LC'd and everything
What? If you don't have it yet, how did you overclock it. BTW a 965 is worthless over the 920 in terms of ocing unless you plan to use some extreme cooling so that you can take advantage of the unlocked multi with higher voltage.

Sry, but I couldn't resist. Anyway back to your OP why pay someone else? You can put that cash towards better componets. If you do a bit of research, I'm pretty sure you can figure out how to build ur own.

4GHz sounds reasonable if someone else is selling you a pre-overclocked PC. They aren't going to be pushing it 100% to the max, as they are going to assume you will just want it to work 24/7 for a long time without any tweaking.
