No, No windows platform supports ARM CPU's, they only support X86. The RPi is a low power ARM, this is the secret to its low power consumption. The best you could do is run DOS-BOX and maybe get some good results
Just get Linux on it (the RasPI), it is the only reasonable thing you can run on it. From there, DOSbox, SNES, NES, Game Boy. It might be able to do n64 or PS1 games.
