To answer the OP's question we really need to know what kind of mouse you are using. Whether your mouse tracks well on the pad you describe depends on the sensor it uses.
Generally, if you have a "high end" mouse it really pays to have a decent mouse pad that it performs well on.
When I used optical mice, I used cloth pads like the steelseries qck. When I finally upgraded to lasermice I started using hard pads. Generally (but not always or all the time) lasermice have problems on cloth pads.
Mousepads arereally up to someone's own preference. There really is no "best" pad. You should at the very least try and make sure your mouse doesnt have issues with it though.

You want a mouse pad where your mouse litteraly glides on a near frictionless surface. The only friction you should have in from your own palm touching the surface, not from the mouse itself. Physically, there will always be friction, but less the better.
