Na for that ambient temp thats completely nomal/safe. If it gets to 70c+ then you should start to worry :/ also keeping components in the 40's at all times would be sooooo hard without water cooling lol
even if thats his idle his ambient temp is the reason its so high. Nothing he can do about it without moving it to another room
If it's OC'd he could drop it until it cools down. But anyway, nothing wrong with the temps. Unless the idle is something extreme then it's the load temps you should worry about.
