Is this a good Cpu Cooler?

Since I’m on a budget, and wanting to over-clock my cpu I’ve decided I’d get this cpu cooler. And wanted to know if you think it’s worth it? Or if u have any recommendations?

It’s the "Gigabyte G-POWER COOLER II PROâ€

Right now with Intel stock cooler my cpu runs around 35-40C idle and 50-55C under stress (but it’s at stock speed)
