It'll definitely last 3 years, though he will have to turn settings down to get respectable frame rates as time marches on

Should last a good 2 years, I mean the question of how long it will last is a little difficult to answer. If he thinks he will be able to max out games for 3 years straight, I dont think so, but turning down settings 2 years seems possible, and if he added a used 7950 (to save a little money) in the future that will help even more.

It's really dependent on what he considers lasting.

Define 'last'. It will survive for many many years until something fails. You will be able to play games for a very long time with it. I still have a few friends that are using E8XXX dual cores and aren't complaining.

How is that applicable because they don't know any better or that they don't *have higher expectations?

Yeah its not like you can't even today play games with hardware from 06-07 and even today there are games you can't turn all the settings up to max with a 7950. I'd say in 2 years there will be many games that would benefit from more power but by adjusting the graphics settings appropriately the one can comfortably game @1080p for a good 4 years on a 7950 perhaps even more. But its impossible to predict the future. Its possible that in 2015 there is some ground breaking discovery that instantly makes all earlier hardware seam obsolete. You never know.
