Was receiving random crashes even when CPU is Small step OCCT stable for over 3 hours and temps were in the 60-61 range.Touched my ram and it was burning hot,and gave Memtest86 errors after around 1.5 hours. so i think i need a cooler for it.Is the following one a good one?

Which G-Skill do you have? And at what voltage are you running them?

A ram cooler is totally not needed unless you are using 2.35 - 2.4v or upwards.
I have the G-Skill F28000-4GBPQ kit and its being run @ 2.0 V BIOS(some 2.08 or so effective)
That RAM cooler (Patriot) goes into a DIMM slot, it doesn't clip on like others.
If all your DIMM slots are full (Which I believe they are) this is useless to you.
Ones to consider:
- Thermaltake Cyclo
- OCZ Technology XTC
- Corsair 3-Fan
- Corsair 2-Fan (Newer)

All of these clip onto the DIMM slot so you can have full slots and still use them.

In that case a ram cooler is really not needed.
