i want to know if 3.69 is really the farthest my cpu will go without a new mobo, is it my memory i even have a divider running now and it was fine before...but i can get it up to 3.69 now and pretty stable but i cant change the voltage on my mobo, ive looked through and through and there are absolutely no options for that im so pissed..not even like my temps are bad i idle at 38celsius! @3.69

On that motherboard you are doing very well to take it to ~3.7GHz. You say pretty stable so I take that to mean that it will not pass a long test of Prime95?

One can not expect great overclocks from an ECS board. They were never created for overclockers in mind. They were created for people who would not pay the price necessary for great overclocks.

Not a bad thing, but just don't expect that much from such a board. That processor can easily make 4.0GHz (fully stable) on an ASUS P5AD2-E motherboard.

If you've tried relaxing your memory timings, increasing memory voltage (but in your case you can't) and/or running a divider then try upping your PCIe frequency to 105 MHz.
Mine wouldn't go beyond FSB 224 until I increased the PCIe frequency.
Don't go over 110 (better to stay <= 105).
