Well, as title says, I've got an indescribable itch for a new build

It's been in my mind for quite some time, so I suppose I must unleash it now.
I am thinking about replacing my notebook (serving as quasi office pc) for a very small, well, office, pc build. Just to browse web and youtube, and edit few photos. That notebook starts to be a bit noisy and space taking (it is 17 inch). Also, I would love to have it in a vesa mountable case. And maybe passive.

For now, I have some components picked in local shops:

The price on the right is in EUR. Oh, and the budget, preferably 300EUR max.

The questions are:
Can I use some of those low profile cpu coolers in a passive mode? The CPU is a 35W type.
What case to use. I found one ITX, but it is no more available here, which is pity, because it was vesa mountable

What PSU? I am unfamiliar with pico psus or hdplex or what are they called.
I would appreciate any advice.

Low profile and passive don't go very well together, maybe the ID-Cooling IS-VC45 does the job with its vapor chamber. If you don't go for discrete graphics, a picoPSU is a good idea. I am in the process of building my first system with that, I've choosen the m3-atx DC/DC psu and a SunPower SPS G075-15 to provide DC for it, but you can also pick an AC/DC power brick.
