Safe OC? Unless you change the bios of the card to a custom one, anything is safe really as long as temps are kept under control. So go for whatever is possible for your card. Crank the voltage to the max and start increasing the core clock
And yes, MSI AB is still the best around. Although use the latest beta versions of it, as the normal one is really outdated.
You can do a bios flash to 1.21V if needed for a higher overclock. Then if you need more, you can do the MSI afterburner soft mod to do higher voltage. I'd keep temperatures under 80-85C just to be safe.
