The refresh rate is only an issue when you have vsync enabled in a game. To stop "tearing" appearing on the screen, the FPS is capped at the monitors refresh rate. Remove it if it's a problem, but even a monitor with a refresh rate of 60Hz would still get 60FPS as a limit.

Many things factor into it. Some games set a constant FPS you can't change (usually somewhere around 30). Some games use "VSync" or Verticle Synchronization where your refresh rate determines the maximum FPS you can acheive. Other games may allow you to turn off VSynch and let the game run as fast as your computer can pump it out (like GPU benchmarks). When your refresh rate can't keep up with how fast your computer is rendering it you get what is called "tearing" where the image distorts or looks like it just got ripped a new one. I hope this helped you understand...
