Just make sure it's labeled as 0.999 fine silver and not sterling silver.

If killcoils are too expensive, try eBay. I would recommend something like this.

You are correct in that the silver ion's are slowly and continually released into the distilled water and act as a natural biocide to prevent the growth of algae. On the other extreme, if you never changed your water, enough silver ions would leach into the water to slowly deposit black on your blocks and begin to discolor the water black with silver ions. This would take a very long time and almost everyone will have probably changed their water and or rig before this would become a problem.
