Linx question

I have a second pc and it has 400 Mb of rams 850 mhz AMD duron and the video card is xpert99/xpert2000 with 32 MB this video card can handle compiz fusion effects from ubuntu 8.10? thank you in advance

Probably not, but there's only one way to find out.

And for a computer that old, I'd suggest a more lightweight distro than Ubuntu. Probably something xfce based.

This. Look into xubuntu, if you still want ubuntu. Elsewise, xfce based.

I hear that Xubuntu is actually a bad implementation of the XFCE desktop, and that it's just as bloated as the Gnome-based Ubuntu.

Anything besides GNOME is a bad implementation on Canonical's part. KDE and XFCE are but side "toy" projects unfortunately, so if someone wants a good KDE or XFCE desktop he has to look elsewhere. Kubuntu and Xubuntu aren't that bad, but they are hardly the best.
As for the OP question, try it and see. Most likely you will be able to have "basic" effects on, but the more fancy stuff will probably cause problems. You can also just use Metacity's composite manager (xterm based and it's mostly just slight shadows).
I doubt you'll be able to run desktop effects with that card; the ATI vendor driver probably won't even recognize the card! But the good news is you can get a replacement AGP card for pretty cheap (maybe $20-30) that will run compiz. I'm assuming that's an AGP card, anyway...
Thread title is misleading. I thought you mean LinX and the linkpack stress testing program. You meant Linux.
