I'm building a lower power no-frills box with a I3-7100T processor that, according to Intel ark, will run at 35w TDP. This box will be on 24/7

I will be going with an external "brick" PSU- trying to chose between these two- one is 60w, the other 90w. The 60W PSU would, in theory be under an almost 60% load where as the 90w would be less than 30%.

My question is, is it better to run an external PSU at a lower percentage load (i.e. will running it at a higher load shorten its life?) versus a higher load?

PSUs just get less efficient near 100%, so at 60% you won't have anything to worry about there. Should be more than fine with the 60w, but depending on price, I'd still consider just getting the 90w.

If you're building the PC, why not get the cheaper G4560 and just undervolt it instead of going with the 7100T, though? Could underclock it too if you wanted, but you should be able to hit 1.1v or less at stock easily.
