My seasonic SS-500ET is very quiet and was only $64.99

Corsair PSU's are pretty much the only others I know for sure personally.
I'd say Corsair, mines silent. Having said that I assume all the latest models are near silent. I also got the Gigabyte Odin 550w and the Enermax 500w, both these are silent.

Another option if you want to do it a little cheaper (and if your current PSU serves you well) is to replace the fan in the PSU with a different 80mm fan.
how difficult is it to replace the fan?

Not very, but you ruin your power supply's warranty, and run the risk of killing your power supply. If you can solder, you can replace a PSU fan.

I'd get something like the Corsair VX550, or even the VX450 would power your rig.

Just open the PSU up (but discharge it first) then swap out the fan of your choice.

If the fan you are going to use has not got the same power connections, you can cut of the end and reattach it to the new one.
do they even make 'silent' 80mm fans? seems like with a size that small, it would have to generate alot of noise

They do tend to generate more noise, but it is possible. PC Power and Cooling are notorious for stubbornly sticking to 80mm and still coming out with powerful and reliable yet silent PSUs.

Generally you want to just stick to trusting reviews about them. TT PSUs with 120mm fans are usually louder than a PCP&C Silencer with an 80mm. Or do they use 92mms? In any case, you get what I'm saying.

I've got a silent Lian Li 80mm fan cooling my hard drives, but it's nothing amazing in terms of its cooling power.
