I need a laptop for general use, online surfing talking on messenger. Anything under $400 would be sweet. It has to be new or refurbished but at least appears new because i am going to be giving it as a present.

There is a few on Tigerdirect for under $400, but they are pretty old and have lowly specs so I'd stick to the $500 range if I were you.

I'm a big fan of the Dell Outlet. I have ordered some laptops for myself over the years and always ended up with a brand new laptop. Shouldn't be too hard to find 10, 20% off coupons for an outlet machine. Plus it ships usually that day.

Does integrated or dedicated video matter?

Got one once that was dented and they built me a brand new replacement.
