Im working on a mac pro 3.1 and i want to flash a 5450 or 6670 i have laying around so itll work on the mac . im just having trouble finding the bios.

#1 theres no OS installed on the mac so i cant use any of the hackintosh stuff

There is no support on your Mac Pro for either of those cards, neither of them were ever used in a Mac Pro (or any other mac beyond a 'hack) thus there is no bios to flash on to them - a 5770 or 5870 though will work just fine (both of which are relatively inexpensive these days)
