Ok i well ihave recently been having low fps scores on cs:s video stress test so i went to the ati control panel and it said i was running at 0x AGP
and i changed it to 8x and i restarted and they set back to default but in bios its set to 8x but ati control panel says 0x and ive reinstalled it multiple times?

Reinstall the chipset (motherboard) drivers - that probably means it's running in pci mode (from my nvidia knowledge, at least).

EDIT: The GART driver, specifically

REP+ because now in the control panel it says agp 8x and i can change alot more settings but still only like 48 fps in the video stress test but now im thinking its my PSU cause i got 1 80 gb hardrive,1 dvd burner combo drive,1 cd-rw burner,and like 3 80 mm fans and 1 60mm fan and i notice in cs:s sometimes when i get low fps it will just drop for a sec as soon as i nter a large area then go back up like the card is warming up or something

EDIT:my PSU only has 12amps and 300watts
