I would assume you would use a lathe of some sort if you were going to get the top of the IHS machined. However lapping is much easier imo

Its like asking how much ohms will I be subtracting from a resistor if I put some really conductive wire before and after it... It won't change a thing, and if anything the tiny bit of thermal resistance the copper has will only bring worst performance.

What you want is lack of thermal resistance in a heatsink.

Why would you copper-plate copper?

be careful with a lapping machine/electric sanders--you don't want to sand down to the die. Well, TO the die is fine, into it is bad...
