Im pretty sure thats too high. AMD says max temperature for the card is 62 degrees. Are you using the stock cooler, or have you bought an aftermarket cooler? I have the same chip OC'd also to 3.8 and i idle at 32 degrees C (but i use the noctua NH-D14 cooler)

when it hit 66c after my OC i turned it off .. maybe like 20-30 mins in

that's way too high, you need to tone it down because it's causing a lot of wear on yuor chip

technically the limit is 62c, but ideally you want to be loading mid 50's at most

if you want to run 3.8, or even higher, you need a better cooler first

i run 3.9ghz loading at 55C, idle at 35C, game at 44C

Re-seat your heatsink and make sure you have good airflow around it. Never run over 62 unless your going for a record or something where you don't care about the life of your chip.
