Rule of thumb for voltage should be no higher then 1.7, if your going higher then this then it sounds like something else is causing issues, because that CPU should be able to get to 3.2 without a ton of voltage. Im guessing your running a northwood CPU which usualy has a stock voltage of 1.5-1.6. Have you tried to test your stability? Idle temps are usless as the CPU is doing nothing but idleing, stress it with Prime95 or OCCT or something that will stress the CPU fully, if your temps get to 55c then you need to back off the voltage and get some better cooling.
