most efficient setup for what I personally have dealt with, has been Xeon on 2011 or 2011-3. lots of the boards have intel 1gig, plenty of onboard assets, and my 10 core runs vcore of 0.7 to 0.9 volts depending on load. a quadcore variant would be easily 1/3 the power "cost" and the quad I have, was $20 on ebay.
combine it with 2 or 4 sticks of 1866 or 2133 ECC, and you have a rock solid system that sips the power, but has a LOT of conectivity support.
