If you're asking about a VRM on an AMD board, then the best place is AMD - General. But if it's for an Intel board, then of course it's Intel - General.

I mean when it gets right down to it, questions that can seem like they'd be best placed in a Motherboards - General forum can still be specific to either AMD or Intel.

I just discovered that www.Overclockers.com has a General Motherboards forum, and I even browsed some of the threads. After this, I can finally see why OCN needs one too.

So, I take back everything I said.

Pretty much all of the topics there would be better in either an AMD or Intel motherboard forum. I really don't see how that site having a general section would change anything.
