So I checked the 'Unlock Voltage Monitoring' in the setting under safety properties and nothing changed after restarting the afterburner. What does it do?

It allows you to go into the "Monitoring" tab in the settings, and select a voltage monitor to add to the graph. Without enabling voltage monitoring, this graph is not an available choice.

Also I noticed gtx 570 has a 'vrm problem' if i were to install a aftermarket cooler (in this case the shaman) I think I might be able to just remove the core heatsink and keep the black heatsink that covers the vrms. Should I do that or use the tiny heatsinks that come with the shaman? ]

I'd go with the sinks that came with the shaman. They have better thermal tape on them.

The VRM issue isn't a overheating VRM issue, its a not enough VRM issue, an aftermarket cooler will not help or hurt it in this case.
