maybe this is a stupid question but why did intel go about locking all their multipliers? Wouldn't it provide a better product to the customer if they hadn't?

no... they'd just have to deal with more returns because people smoked em trying to OC them... In the long run less returns = lower cost of operation = cheaper prices for us.

Then why does AMD leave allow them to be easily unlocked?

Because you have to do a hardware mod to the chip in most cases which will be visibly voiding your warranty.
