I just got a brand new chip back from RMA, and it isn't downclocking the multiplier to 16x when the CPU is idling.
I set the max turbo multi for each core to be 40, so it runs @ 4ghz when under load, but somehow, it isn't lowering the multi when idling.
All Power saving features are enabled (C states, EIST, etc).
What gives?
