yeah. i'm a big fan of having the speed controller on the pump for a few reasons:
1: If you ever decide that you want your build to be quieter, you can just turn down the speed on it
2: When removing bubbles from your loop, changing the speed around can help to dislodge tiny pockets of air
3: If you wanted to change the speed and got the non-vario, you couldn't drop the voltage to the pump because the vario has a multi-speed motor instead of the single speed like the non vario (99% sure on this one, someone correct me if I'm wrong)

Thats why.

And the XT has some Quality control issues right now. Check this thread out

If you want some white fans, I think the only ones that are out are silverstone ones. They're pretty expensive too.

If you want white fans use white spray paint on whatever color fans you have. Problem solved

I wouldn't paint the fans. Usually each blade is exactly the same, and if there is more paint on one blade, then the fan is imbalanced and could degrade faster. Are you actually going to see the fans? I would suggest getting good fans, regardless of what color they are.
yea i figured who the hell is gonna see them
here's some good white ones

edit: nvm, saw that those are the low-speeds. you could always just cover the fins with tape, and then pant the outside part white which wouldn't affect the fins at all
low speeds are better with highger fpi right?
