I have Corsair HX650. At first I was satisfied with it. Then I decided to overclock my CPU, but I couldn't get my overclock stable. It was always BSODing. I thought that it was my CPU that was bad sample and because of that it couldn't overclock, but as far it worked fine at stock clocks, I didn't worry.
Yesterday I got new graphics card that was supposed to be cool. But it's max temp is 85°C.
Today I ran OCCT test and I got this picture. Is it crititcal, isn't it?

They say that Corsair is the best, but what if I go Corsair again and it is busted again?

No matter what software you use to check your voltages, it's all garbage and you can't rely on it. If your +12V was running between ~5.5V and 8V like the graph shows, your computer would not even be running. The reading is completely off and there's no way for software to measure voltages reliably.

Yes, my PC was running fine and hasn't locked up or rebooted even once. Maybe it's a miracle

But what if it's true? Why is getting my non-reference GPU so hot? Isn't not enough voltage causing GPU overheating?

No, not enough voltage would not cause anything to overheat. It would however cause instability.
Regardless though, that measurement cannot be true. I'm serious, the fact that you were in Windows running OCCT and everything was running normally is proof of that. Your computer would not boot at all with such low voltages as what OCCT is telling you.
I mean it -- software-based voltage monitoring is useless, do not rely on it for anything. If you suspect something is wrong with your voltages, use a digital multimeter.

Anyway, software voltage monitoring is inaccurate. If it was that low it wouldn't boot.

I checked AIDA64 sensor tab and while idling, it shows 12.5V load on the 12V rail.
