Which card would you all recommend? I already have the Sapphire 7950, so I want to grab a second one quick, especially with the new drivers. Also I have a 650w PSU. Would getting a second GPU require me to get a 850w?

you dont need a new psu ..it will be using around 470w or so i would go with his iceq x2 bcus has 7970's pcb and around 7970 performance

11196-19-20G is the "3L" model with the cheapened HD7950 PCB , voltage locked

and Holy moly that HIS IceQ X2 is cheap... and clocks high (CHiL PWM, DirectFETs akin to HD7970 reference, Coiltronics inductors, Elpida memory)

I have the same model and it's not voltage locked. I was able to change it with MSI Afterburner easily.
