For a budget, get the Sunbeam Core Contact Freezer - http://www.newegg.com/Product/Produc...82E16835207004

Otherwise, get a Noctua. I had a noctua installed on a PhII 940, and it had load temps around 41*C OC'd to 3.4GHz at stock voltage

Id go with the xigmatek hdt-s1283 or hdt-s1284 They can be had for $35-40 bucks
go with the sunbeam. ive had both the xiggy and sunbeam. sunbeam blows it out of the water, mind you it is considerably bigger.

What? Considering that statement is true then Im assuming that cooler is along the TRUE performance?

Also I would agree with the guys who said the Xigmateks. Good coolers that are confirmed.

Plus the non dark knight 1283 version is like 26 bucks after mail in rebate!

ya my sunbeam was on par with a friends 9950BE (i also had the same chip and clock speeds as him) with a chrome lookin TRUE. the sunbeam has a better contact surface with 4 pipes, the width of the sink was considerably larger, as well as the height. Neither one of those coolers are bad by any means, just my experiance was the sunbeam was a whole lot better.
ccf/true/vendetta 2/xig rifle
if you're going to lap, then a true would easily be the best choice. otherwise just go for a cheap hdt solution
Get sunbeam. It cools my 9850BE better by 3C than the Xiggy S1283. Plus it also orients better with most cases (ie. blows to the rear exhaust rather than to the top).
