Nvidia says that recommended wattage for the gts 250 is 450.

I need a psu that can power that, and an AMD Athlon II X2 240.

It also need two pcie 6pins.

Preferably quiet, and reliable.

Must be on amazon.

Nothing like that exists, unless you buy used.

Will I still be able to oc? I know the gts 250 needs 250w total(75w pcie, 150 for 2x pcie 6pin) I plan to oc the cpu and gpu.

A GTS 250 doesn't even use 250w on load, there is no way. The Corsair 400CX is perfect for you.

Why not? They supplied it. If the card blows up, I can blame them

I don't think that any one makes a 2 pci-e cable, 400w psu. I think you need to be in the 500w range for it to come with 2 pci-e cables.
Honestly, a gts250 would run on any cheap 400W PSU or even a branded 350W(depending on the rest of your rig). You can get pretty much any PSU that you can find in that range.
Either the Corsair CX400w or VX450w would be sufficient. I ran 2 9600GSOs (SLI) and an 8600GTS (PhysX) which were all folding when not gaming on the CX400w along with a Q6600. I wouldn't recommend 3 cards on a 400w PSU for a long-term setup, but it held flawlessly. This was with using 2 molex-to-PCI-E adapters (1 for second GSO and GTS). A single GTS 250 would run very well and would have room to OC
