My budget max is 40 shipped. I was looking at this http://www.newegg.com/Product/Produc...82E16817170017

it has many reviews so I thoughts its good

I will be running a 9800gt and a e7400 so I thought this was good.

It is a 575w psu but has less than 300w/25A on 12v. 9800GT is a 105w GPU. Do you need to OC E7400? If GPU and dual chip are stock, it should be fine.
the cpu will only be oced to max 3.2ghz maybe not even. so from 2.8 to 3.2ghz.

I just need it to be reliable since this will be for a friend don't want problems after a few months.
$40 is max so not much you can do. It is fine for that setup. If he can spend $10 more, the Corsair 400cx or Antec EA430 will be problem free.
