Thanks for the answer, but I have a gigabyte z790 aorus elite ax and I set the multiplier to 55, avx 0, v cor 1.3v, tvb disable, I run the fpu aida64 test, but the board stubbornly reduces it to 5.3, I don’t know what to enable or disable seems to have tried everything?
Update your BIOS and try instant 6Ghz if you have it on your motherboard and try that.

I am not sure why people with gigabyte motherboards are having problems,I would actually have to test one myself. If you tried everything ,then I would exchange the motherboard for a different brand if you can. I can make suggestions all day but like you said you tried them all.

Excuse me, but what does active tutbo ratio mean?
It is on your Motherboard.I like setting my CPU clocks like so

  • Enter the Advanced Mode and stay in the Tweaker menu
  • Set Enhanced Multi-Core Performance to Disabled
  • Enter the Advanced CPU Settings submenu
    • Set Active Turbo Ratios to Manual-set whatever numbers you want
      • Set Turbo Ratio (1 P-Core Active) to 60
      • Set Turbo Ratio (2 P-Core Active) to 60
      • Set Turbo Ratio (3 P-Core Active) to 58
      • Set Turbo Ratio (4 P-Core Active) to 58
      • Set Turbo Ratio (5 P-Core Active) to 57

remove your heatsink and post a picture of the IHS with old thermal paste.

Seems like you are ok now but I would not worry about losing a little performance in Cinebench.I can run my 13700KF at 6200Mhz and it makes no real difference in PC Gaming over lets say 5300Mhz at my PC Gaming resolution 4k with RTX 4090.

I did make a video with simple BIOS settings on an Asus motherboard but MSI board you can do the same.I prefer MSI over Asus for the straight forward BIOS settings.

BIOS Settings I used-Adjust your CPU voltage for your CPU for stability.

Your CPU is working correctly if you have default BIOS settings.It will be something like this ,were 2 cores have the ability to boost to 5400Mhz under the proper conditions but normal will be 5300Mhz all core.Light loads boost to 5400Mhz and heavy loads 5300Mhz until BIOS conditions are not meet

Default P-cores for 13700K/KF in BIOS-This will run at 5300Mhz all core or until one of the conditions in the BIOS is not met then the CPU will downclock according to AVX/Temperature settings ETC.
  • (1 P-Core Active) to 53
  • (2 P-Core Active) to 53
  • (3 P-Core Active) to 53
  • (4 P-Core Active) to 53
  • (5 P-Core Active) to 54
  • (6 P-Core Active) to 54
  • (7 P-Core Active) to 53
  • (8 P-Core Active) to 53

I guess it would be proper to ask what exactly do you want,do you want all core over clock or higher clocks with higher CPU-z/Cinebench scores then see screenshot to set clocks.

MSI BIOS with Per core overclock adaptive voltage + offset+ AVX offset with temperature
Set your CPU Core voltage higher than voltage curve for your 13700K/KF to work correct.This was 12900K which has higher voltage curve than your 13700K/KF but you would be find with the voltages in screens.Just run test and lower voltage until you get what you want.
