My friend is looking to install some more RAM in his laptop, but doesn't know what he should go for. He's narrowed it down to these two options: Kingston Hyper-X DDR2 667 and Kingston Hyper-X DDR2 800

Not sure if it's better to have higher speeds or tighter timings.

Well it depends. If his old ram is 800 grab the 800 cause speeds is always better than timings. But if his old ram is 667, you could grab the 667 or just grab a 4 gb set of 800 mhz ram.
