Well i was thinking of going WC instead of air, but was wondering if i need a case? Also, is it possible to get a single loop WC for uder $140? How much wattage do i need to power the whole system?

All you need to power is a few fans and a pump.
I cant see any reason why you couldnt run it without a case but i would incase the rad falls of the desk or something.

Well I got space where my desktop stands, so its not problem

You can not get a WC setup for $140 that will beat out good air cooling.
