Anyone can help me decide what's best?

I'm from the Philippines and hardware price here is about a 116% more than what you get in the US.
I'm planning to order from Newegg and have the hardware shipped to my uncle's in FL and have him send it to me since his wife will be visiting here in June. Just not sure if that's gonna cost more with all the transport and customs' taxes and expenses etc.

I have a 1080p 24" TN Panel Monitor 60-75Hz refresh rate 2ms response time. I want to play big titles with maxed out settings on 1080p or 1440p. Browsing, audio recording and editing, a few programming, photoshop but mainly gaming.
Budget is $1800
Here are my preferred builds which prolly I would want to take advantage of upscaling the resolution to 1440p via VSR; on budget and would not want to sacrifice the hardware eyecandy and performance:

Looks good to you eh Shmuckley? Does it?

980Ti for 60Hz 1080P? Seriously dude? Even with DSR to 1440P there is no need whatsoever for a 980Ti.

A 970 or even a 960 would be fine if the OP doesn't mind sacrificing the DSR (which is questionably effective IME) and is only supported on a handful of titles anyways.
