.NET Frame work, same as Visual C++?

I'm having some trouble with my Event Viewer.

I also got a BSOD today. *How I found out I have no EV.*

I have a ton of C++ Redistributables installed--various programs ask for specific ones.

I'm trying to go through and clean up my runtime files (this is them right?) and I see a .NET 3.5/3.0 anywhere. I tried Windows update but it says I don't need anything. Tried a Repair Install and it says No Problems.

Should I download a FrameWork from MS or something?
