Well first off, you're not building a computer for $250 period. Good-quality components are expensive, especially those that can handle gaming. I suggest saving until you're in the $500 range, at least.

EDIT: One of those links works, and it's to a 465. Just get a 460.

Looks pretty good! Get yourself a couple of good fans to help with the case airflow, any fan with high CFM will work, maybe someone can recommend a couple of good fans, i only know of good fans that excel in radiators

Get a lesser PSU.

850W is overkill for this system.

Get something like an Antec TruePower New 550.
That will handle your system well with plenty of headroom.
Even a Seasonic SS-400ET will do.

Get a different case, for $100 you can do a lot better than a rosewill. CoolerMaster 690 II Advanced.

Caviar Blacks are overpriced on Newegg. Get a Samsung Spinpoint F3.

850W is indeed overkill, you'll be good with a quality 550W unit like Volvo suggested.

Don't get a 970, get a 955 instead. 300mhz isn't worth $44 (you can also overclock it to 970 speeds anyway).

Other than that, good luck with your build.

i would change that wd black to the samsung f3. despite what everyone is saying about your psu being overpowering, get the 850. the psu is one item you can keep for years and years as you upgrade, and who knows when you will want to do sli down the road. i would also trade out that 465 for a 460 1gb. if your going to spend 100 on a case, spend alittle more and get this

I would stick with the 850 if you can afford it, never know when you will want to add another GPU. or GPUs that require more power
