At this stage with Windows 7 coming out Vista Home Basic 64-bit would do, but upgrading it you'll be upgrading to whatever equal version in the future. Keep that in mind if you plan to keep your hardware for 2+ years.

4GB is fine unless you're into video production (can never have enough memory for video editing!). All of it is seen -- and used -- in 64bit (currently only have 24MB "free", as Vista caches all available memory, as memory is faster than a pagefile).

With MMOs you can get decent fps on almost any card out now (they're low poly and use small materials for texturing). If you plan to game with DX10, get the best you can afford (look at the testing charts, and fit one to your budget). HD4870 now is going so cheap it's a literal steal to grab one.
