Hi there, just put together my build. It has i5 8700k, 2 8GB gskill ram, Samsung Evo 960, A stock z370 extreme 4,cooling with a cryorig h7, cool laboratory liquid pro, s340 case with two NF-A14 in front as intake. I'm powering this with a seasonic 650. I just turned it on and installed Windows. But after going back into bios I see my temp is 40.0c is this normal? There's no video card in there yet.

Looks about right, I'm assuming the CPU hasn't been delidded yet... Right?
Delidding the chip will help with temps, proven fact with these newer/newest Intel CPUs.

Checking temps under load is the only true way to know if all is well, as is at idle it's not showing as "Bad" but loading the system down and seeing where temps go is the thing that will let you know what to expect.

Try running Prime 95 and see how high temps go. There are other programs too you could try for this.

For a 3 pipe air cooler probably about right
Hyper 212 evo is also a 3 pipe air cooler :)

Redo the thermal paste with NT-H1 and see if that helps a little.
Prime95 would not be a good thing to use :)

Use cinebench easy and quick.
