E6300
Gigabyte DS3
2GB of decent OCing ram (Team Xtreem, Buffalo Firestix, G.Skill HZ series etc)
7600GT or above
Case of your choice
Nice powerful power supply, PC Power + Cooling or OCZ GameXtreams are favourites around here.

Should be around $1000, but I don't know, heh. Newegg takes too long to load for me (~2 minutes per page) so I'll let someone else come up with a more detailed build with links etc.

I will make you a complete build. Give me a couple of minutes. I am assuming that you don't need a monitor. If you do correct me.

Motherboard: Biostar Tforce 965PT. Awesome overclocker. Best board for the price. Will easily get you to 3ghz.
http://www.newegg.com/Product/Produc...82E16813138037
$105

Processor: Intel Core 2 Duo E6300. With that board and the ram I suggested 3ghz shouldn't be a problem with the E6300.
http://www.newegg.com/Product/Produc...82E16819115005
$184

Ram: Buffalo Firestix 2x1gb DDR2800. Really good overclocking ram. For the price they are unbeatable until you go much higher.
http://www.newegg.com/Product/Produc...82E16820150054
$243

Video Card: X1950XT. In that price range it offers by far the best performance. Some people have had drivers issues with it. However the next driver update will probably fix the problem and most people don't encounter it.
http://www.newegg.com/Product/Produc...82E16814102067
$250

Powersupply: Enermax Noisetaker II. Excellent powersupply with a solid reputation.
http://www.newegg.com/Product/Produc...82E16817194009
$80

Case: Cooler Master Centurion 5. Large and easy to use. Very good for the money.
http://www.newegg.com/Product/Produc...82E16811119068
$50

Harddrive: Seagate Barracuda 7200RPM 250gb with perpendicular recording.
http://www.newegg.com/Product/Produc...82E16822148144
$80

Total: $991 without shipping. So with shipping you are probably looking at about $1040.

if you look in my sig i think that those parts add up to like 800 bux so you could just alter a few things for upgrades if that helps then there you go
